devel/py-flex: Deprecate

Browse source 
* Upstream has been inactive for 6 years, therefore deprecate this port.

* However, no expiry date is set for now because py-flex still works
  with newer versions of Python and is currently still being used by
  some projects/ports (e.g. py-prance or py-flasgger).
