Sergei Kolobov 5bd97c5b5e - Simplify Makefile install target by utilizing USE_PYDISTUTILS 
- Update pkg-descr and clarify COMMENT
- Add pkg-message warning the user about the configuration file syntax
  change from 3.x to 4.x
