Satoshi Asami 0bdef5a38f Change EXTRACT_ARGS to EXTRACT_BEFORE_ARGS, the former is only retained 
for backwards compatibilty.  Also move it down to "misc. bsd.port.mk
variables" section.

While I'm here, add "/sbin/" to ldconfig.
