Sean Chittenden 9985ef677d Update the PostgreSQL ports to use the KRB5_HOME variable instead of 
LOCALBASE to find krb5-config in the MIT case.

Prodded by: Our friendly folks at the ISC who want to use FreeBSD's
	    PostgreSQL ports instead of an unmanaged build from a tarball.
