This also fixes an empty version field in pugixml's pkg-config file.
Some consumers like graphics/waylandpp refuse to use the system
pugixml because of it.
- Take maintainership
- Cleanup some things that are no longer needed
- Use CMAKE_{OFF,ON} helpers
